Complete Scales or संपूर्ण राग are scales that consist of all seven notes in the raga structure - seven ascending, seven descending, usually the same set of notes or a slight change of notes both ways. These melodies usually form the basic familial ties/parent raga in raga families in both forms of Indian music, called the Thaat/Melakarta. Based on these ragas is how other pentatonic/combinatory forms of ragas are devolved, using omission, permutation and combination of the notes that usually consist of a complete scale.
One simple example of this is the evolution of raga Malkauns from Thaat Bhairavi, a complete scale (eq. Ragam Hindolam from Nata-Bhairavi Melakarta). While Bhairavi is a complete scale, the omission of two notes from the structure makes up the pentatonic raga of Malkauns. It does get more complicated, but this serves as enough adequate introduction to complete scales.
